I'm trying to upgrade Componente

in a S4 HANA on Premise system (with NW for S4 HANA on Premise))
and already got this version:

However SUM (SUM10SP16_2-20006543) tells me
2 ETQ373 parameter "EV_MESSAGE" = "Component SAP_GWFND is locked against OCS package imports"
Going into SPAM looking at the queue it also tells me
"Component SAP_GWFND is locked against OCS package imports" - Checking the help button also reveals "System admin (user D025011) has locked component SAP_GWFND against OCS Package imports." A user with this name does not exist.
There are no tranpsorts unreleased which might lock objects.
I have exactly the same issue on another application server with just Netweaver 7.5 (without S/4)
So my question are:
Why is it locked?
How to unlock it?
Is it locked by SAP? (liked it happend back with the with EA_HR in Note (1895406)
Anyone else had this Problem?
